Water District Notice of Public Hearing on Tax Rate
The BELL COUNTY WCID #3 will hold a public hearing on a proposed tax rate for the tax year 2020 on 09/14/2020 at 5:00 PM at J W Sims Community Center 408 N 10th, Nolanville, Texas 76559 . Your individual taxes may increase at a greater or lesser rate, or even decrease, depending on the tax rate that is adopted and on the change in the taxable value of your property in relation to the change in taxable value of all other property. The change in the taxable value of your property in relation to the change in the taxable value of all other property determines the distribution of the tax
burden among all property owners.

If the district adopts a combined debt service, operation and maintenance and contract tax rate that would result in the taxes on the average residence homestead increasing by more than 3.5 percent, an election must be held to determine whether to approve the operation and maintenance tax rate under Section 49.23602, Water Code.
If the district is a district described in by Section 49.23603:
NOTICE OF TAXPAYERS’ RIGHT TO ELECTION TO REDUCE TAX RATE
If the district adopts a combined debt service, operation and maintenance, and contract tax rate that would result in the taxes on the average residence homestead increasing by more than eight percent, the qualified voters of the district by petition may require that an election be held to determine
whether to reduce the operation and maintenance tax rate to the voter-approval tax rate under Section 49.23603, Water Code.
The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to limit the rate of growth of property taxes in the state.

09-01-2020 Boil Water Rescind Notice

NOLANVILLE PLAZA MOBILE HOME PARK

On August 29, 2020 the Texas Commission on Environmental Quality (TCEQ) required our public water system, Bell County WCID #3, to issue a Precautionary Boil Water Notice to inform our customers in Nolanville who live within the Nolanville Plaza Mobile Home Park, that due to an interruption in service, water from our system must be boiled prior to consumption.

Our system has taken the necessary corrective actions to restore adequate pressure, disinfectant levels, and/or bacteriological quality testing. Returned lab results indicate that the water does not require boiling as of September 1, 2020, 2:00 P.M.

RATE INCREASE NOTICE

Bell County Water Control and Improvement District No. 3’s Board of Directors has approved a Water and Wastewater rate increase that will go into effect on September 18, 2020. The increase will reflect on the utility billing that will be mailed out on October 28, 2020. The increase is due to necessary infrastructure upgrades.The new rate schedule is listed below. The minimum residential water bill will increase by approximately $5.78 a month. The gallon usage amount included in the minimum bill will increase from 0-3000 gallons up to 0-5000 gallons. The minimum residential

water/wastewater cost including the amount for TDS trash services will be $83.74. The minimum commercial water/wastewater cost will be $76.13 (water/wastewater only).

DUE TO EXCESSIVE USE OF IRRIGATION SYSTEMS, BELL COUNTY WATER DISTRICT #3 (BCWCID3) IS REQUESTING ALL BCWCID3 CUSTOMERS WHO LIVE WITHIN THE CITY OF NOLANVILLE TO ADJUST THEIR IRRIGATION SYSTEMS TO THE FOLLOWING IRRIGATION SCHEDULE:
ODD HOUSE NUMBERS – ADJUST TO: MONDAY, WEDNSDAY, FRIDAY
EVEN HOUSE NUMBERS- ADJUST TO: TUESDAY, THURSDAY, SATURDAY
PLEASE MAKE EVERY ATTEMPT TO COMPLY WITH THE ABOVE SCHEDULE, OTHERWISE BCWCID3 WILL BE FORCED TO MAKE A MORE STRINGENT SCHEDULE THAT WILL BE MANDATORY AND ENFORCED.
THIS SCHEDULE IS BEING IMPLEMENTED DUE TO THE FACT THAT WHEN NUMEROUS IRRIGATION SYSTEMS ARE SET TO RUN ON THE SAME DAYS/TIMES, IT PUTS A STRAIN ON THE WATER STORAGE TANK AND THEREFORE LOWERS THE WATER PRESSURE.

Public Utility Commission Order on Stopping Utility Disconnections due to Covid-19 has expired

Beginning in July, this office will begin disconnecting water service for customers who are behind on their water/trash bill and who have not contacted this office and set up some type of payment arrangement.
Customers who have not already contacted us and set up a payment arrangement are encouraged to contact the office
@ 254-698-6885 to set up a payment arrangement before July 15, 2020 in order to avoid the disconnection of water services.
We are willing to work out a payment plan for customers who are having a hard time paying their bill.

Lawn Watering Schedule Implemented

In an effort to encourage Water Conservation, Bell County WCID #3 has implemented the following Lawn Watering Schedule:

Even # Addresses on Tuesdays, Thursdays, & Saturdays

Odd # Addresses on Wednesdays, Fridays, & Sundays

Please do all outside watering between the hours of 10 p.m. & 6 a.m. and as minimal as possible. Thank you for your cooperation and understanding.

The District is currently in Stage 1 of its drought contingency plan.  

WCID #3 entered into Stage 1 of its Drought Contingency Plan today.

The District is requesting all residents serviced by Bell County WCID #3 to voluntarily conserve water until further notice by reducing excessive water usage to a minimum.
